The Department of Community and Economic Development oversees long-term planning and community revitalization efforts. The department is also responsible for the administration of the annual Community Development Block Grant (CDBG) funding from the Federal Department of Housing and Urban Development (HUD). The department further provides the administration of the Planning Board, and works closely with Parks and Recreation, Engineering, and Code Enforcement offices to progress community goals and the quality of life throughout the city.

The department provides staff support to the Planning Board, Codes Enforcement Office, Clerks Office, Mayor and Common Council when needed on land use policies and strategies included in local and regional planning documents.

Economic Development

Assists entrepreneurs with new RISE Small Business Grant Funding.

The Commercial Façade Improvement Program offers funding for small businesses located along eligible City Main Street Corridors. Eligible applicants may request forgivable loans up to $24,999 for façade work, dependent on the project’s scope, private investment, and commercial area eligibility.

Grant Administration

The primary objective of the Community Development Block Grant (CDBG) Program is the development of viable urban communities, by providing decent housing, a suitable living environment, and expanding economic opportunities, principally for persons of low to moderate income.

The Department administers all state and federal grant funds.

The City is currently in the process of planning the Legacy Center – The Michael E. Jensen Recreation and Community Center.
